The National Crime Victim Helpline is a free nationwide service for crime victims, victim service providers, criminal justice practitioners and allied professionals. Helpline staff provides victims of crime with crisis intervention, information regarding their victimization and rights, and referrals to resources in their communities through a toll-free phone number (1-800-394-2255), email (gethelp@ncvc.org) and Facebook messaging. Helpline staff also provides professionals with training and technical assistance on a variety of issues related to victim service provision.
Duties and Responsibilities
The Director of the National Crime Victim Helpline is responsible for the management and administration of the Helpline, including, but not limited to:
Providing quality victim services through a variety of modalities
Adhering to the Helpline core beliefs and policies and procedures
Organizing daily Helpline logistics (scheduling, staff, technology, and other office issues) to ensure telephone lines are answered from 10 am to 6 pm and emails and messages are responded to within 3 business days of receipt
Monitoring service provision by staff and volunteers for timely, accurate and appropriate responses to crime victims or professionals
Maintaining service provider database for accurate referrals to local resources
Coordinating with the National Crime Victim Bar Association and other departments of the National Center on responding to the latest trends in victimization
Managing Helpline data and information
Monitoring Helpline budget and grant or funding deliverables
Compiling and analyzing data from a variety of sources to assist with grant management and reporting as well as agency analysis of trends in victimization
Overseeing maintenance and growth of the service referral database
Maintaining the victim service pages of the www.ncvc.org website.
Promoting the Helpline
Advertising the Helpline to victim service providers, criminal justice practitioners and allied professionals as a resource for themselves and the victims they serve
Publicizing the Helpline to victims of crime and the general public, particularly underserved populations
Marketing the Helpline to potential grantors or funders
Supervising Staff and Volunteers
Recruiting staff and volunteers for the Helpline
Developing and deliver educational programming for Helpline staff and volunteers, including orientation training and ongoing professional development
Supervising staff and volunteers to ensure consistent and appropriate service delivery
The Director of the National Crime Victim Helpline reports to the Deputy Executive Director of the National Center.
Qualifications
Required:
Bachelors degree (significant work experience may be considered in lieu of degree)
Direct victim service provision experience, including crisis intervention (minimum 3 years)
Significant knowledge of crime victim issues and the civil and criminal justice systems
Experience in volunteer or personnel recruitment and supervision
Strong written, oral and interpersonal communication skills
Ability to respond to changing demands and triage priorities
Strong organization and project management skills
Preferred:
Advanced degree
Knowledge of Microsoft Access or similar database software
Experience working with call center technologies
Bilingual or multilingual

MCVRC Hiring Web Developer/Content Manager
About the Identity Theft Networks Project
On October 1, 2010, MCVRC began a cooperative agreement with the Office for Victims of Crime (OVC) to create and serve a National Identity Theft Victims’ Network Hub (HUB) to facilitate up to nine sub-awards creating and supporting regional or statewide coalitions to assist victims of identity theft through a network. The HUB’s coalitions will assist victims of identity theft by encouraging the expansion of existing victim service programs to improve the responses to victims of identity theft.
The Web Developer/Content Manager will function as an integral part of the Identity Theft Networks Team at MCVRC, working closely with the Project Director, Project Coordinator, and subject matter expert consultants to receive and collaboratively create useful content for the coalitions around the country. The Web Developer/Content Manager will also work with the assistance of the IT Coordinator on website development, and will have primary leadership responsibility for designing content for coalition websites and training coalitions on social media and outreach strategy via the web.
Education & Experience
This position requires completion of a Bachelor’s Degree which included formal education on web content management and design and two years prior web content management and design experience. Experience working with nonprofit organizations is preferred but not required.
Skills & Expertise
The Web Developer/Content Manager must possess demonstrated skills and expertise in:
1. Communication: The incumbent must possess excellent written and oral communication skills in order to effectively communicate with a wide variety of staff regarding the publication of information on the web. The ability to correspond openly and directly, to listen carefully, diffuse and negotiate conflicts, cooperate as a responsible team player, and elicit and apply technical information is essential.
4. Training: This position must have the knowledge and ability to conduct effective webinars.
5. Social Media: This position must have the ability to conduct effective social networking efforts and teach the coalitions to manage a social media strategy.
2. Task Management: The position serves as the primary custodian of content available on the various coalition websites. Managing this volume of content will require that the incumbent be able to juggle a number of tasks simultaneously, often under significant time pressure.
3. Computer Technology: The incumbent must have knowledge and understanding of the methods and techniques of designing content for the web. This includes in-depth knowledge and skill using computer-based graphic design tools such as Adobe Photoshop; web site design, development and management tools such as Macromedia’s Dreamweaver, or Home Site; and web technologies such as Cascading Style Sheets, JavaScript, Dublin Core metadata and XML. Experience with equipment such as scanners, digital cameras, and presentation equipment is also required.
Responsibilities & Tasks:
The Web Developer/Content Manager will develop Internet resources and materials for one (1) Network Hub website and up to nine (9) coalition websites for each of the statewide and regional networks to help expand the outreach and capacity of victim service programs to better address the rights and needs of victims of identity theft.
This task involves gathering information from multiple sources, (including victims’ services organizations, legal services, law enforcement, prosecution, administrative and regulatory agencies), in both electronic and printed format. This material must then be revised, edited, and integrated to create user-friendly web pages. This process includes the following tasks:
A. Perform image manipulation tasks such as creating thumbnails, file format conversion and simple image edits (e.g. removing red eye).
B. Maintain directory structure for files and images.
C. Incorporate links, table of contents and other web functionality into PDF documents.
D. Ensure that all web content is accompanied by at least minimal metadata.
E. Serve as first point of contact for website queries by staff and the general public.
F. Ensure website accessibility with mobile devices.
G. Edit and proofread content to ensure that all information posted is accurate.
H. Enhance page interactivity as necessary using Javascript.
I. Review website content periodically using web analytics such as Webtrends to:
a. Identify broken links and/or missing images.
b. Assess the usability of the pages, making recommendations for change as appropriate.
c. Test compatibility with current browsers.
d. Review content and design to meet ADA guidelines.
J. Pro-actively work to identify content in need of update.
K. Identify opportunities and productivity tools necessary to maintain the high quality of websites.
L. Work with the Project Coordinator and the IT Coordinator to successfully host A2J guided interviews and HotDocs for identity theft victims.
M. Develop trainings for coalition sites as well as instruct them one-on-one in use of internet resources, social media, and other outreach strategies via phone and webinar.
N. Develop and administer training satisfaction surveys.
O. Develop and/or modify web training materials as necessary.

MCVRC is Hiring an Identity Theft Networks Project Director
The Maryland Crime Victims’ Resource Center, Inc. (MCVRC) seeks a Project Director for the newly launched ID Theft Networks collaborative project. The position is a full time, salaried employee of MCVRC located in the Upper Marlboro main office and reporting to the Senior Project Director/Director of Special Grants.

Announces Launch of National Identity Theft Victims’ Network Project
Upper Marlboro, Maryland – The Maryland Crime Victims’ Resource Center, Inc. (MCVRC) is pleased to announce the launch of a National Identity Theft Victims’ Network cooperative agreement with the Office for Victims of Crime (OVC) to facilitate up to nine sub-awards of up to $50,000 each to create or support regional or statewide coalitions to assist victims of identity theft.
The Federal Trade Commission (FTC) reports there are around 8.3 million Americans who become identity theft victims each year. Yet very few victim service providers have had specific training on identity theft victimization and coordination is lacking among professionals who come into contact with this victim population. This project seeks to fill a significant gap in support by developing infrastructure, training materials, outreach tools and direct victim assistance services to this underserved group.
The subrecipient coalitions will assist victims of identity theft by encouraging the expansion of existing victim service programs to improve the responses to victims of identity theft. The project’s overarching goal will expand the outreach and capacity of victim service programs to better address the rights and needs of victims of identity theft.
As a legal service provider with expertise in both victims’ rights and identity theft, and as a cooperative partner in several prior OVC pass through agreements, MCVRC’s leadership will help to build and create an infrastructure, training materials, outreach tools and direct victim assistance services to better serve the under-served population of identity theft victims. MCVRC will provide support and guidance to the subrecipient coalitions, working to create or improve their current service delivery portfolio at the local, state and regional level to better address the needs of and assistance to identity theft victims.
The Request for Proposals and sub-award application instructions will be made available and announced on MCVRC’s website at www.mdcrimevictims.org in Spring of 2011. National Day of Remembrance for Murder Victims
Slated for September 25, 2010
Washington, D.C. --- The 4th annual observance of the National Day of Remembrance for Murder Victims will be commemorated on September 25, with crime victim/survivor and public awareness activities taking place in Washington, D.C. and in hundreds of communities across America.
In our nation’s capital, professionals and volunteers from homicide support and crime victim assistance organizations from across the country at 1:00 p.m. will join with surviving family members of murder victims at "Supporting Survivors: A Forum for Discussion” to explore issues survivors face, and ways that their needs can be best identified and met. At 5:30 p.m., the National Forum will culminate with the ceremonial unveiling of the “Murder Wall…Honoring Their Memories,” a powerful exhibit provided by the National Organization of Parents Of Murdered Children (POMC) inscribed with the names of thousands of murder victims (additional information about the National Forum and Observance is available at http://dayofremembrance.eventbrite.com).
The theme of this year’s National Day of Remembrance is “Remember; Remind; and Respect.” This simple message reflects on survivors who remember all the happiness and joy that their loved ones brought into their lives and into our world; reminds America – as individuals and communities – of what has been lost as a result of senseless murders; and rightfully request respect – for the lives of their loved ones; for their rights as surviving family members of homicide victims; and for court processes that bring murderers to justice, and justice to victims.
According to the Maryland Crime Victims’ Resource Center’s executive director, Russell P. Butler, the 2010 theme for the National Day of Remembrance is a “call to action” to all people in America who are concerned about homicide and the family survivors of the homicide victim.
“Those who share our concerns about the impact of murder should remember that they can make a significant difference in the lives of surviving family members of homicide by simply reaching out to them; remind themselves of the devastating impact of murder on our homes, neighborhoods, schools, businesses, tribal lands, and military bases, among other locations; and offer their personal respect for the lives of people who have been senselessly murdered, and for the on-going needs of their surviving loved ones.”
“People in our community can let their voices be heard about how murder affects us all,“ Butler continued. “POMC and the Maryland Crime Victims’ Resource Center, Inc. are also sponsoring a national online survey to hear from survivors, justice officials, crime victim advocates and concerned community members about three areas that affect survivors of murder victims: (1) family relationship dynamics following a homicide; (2) the roles of law enforcement and survivors of homicide victims; and (3) helping survivors access victim services and rights. Position Title: Victim Advocate

Work Schedule: Full-Time
Reports to: Director of Victim Services
Position Summary: This professional position is responsible for providing information and referral, direct support and advocacy to crime victims in Baltimore City and surrounding Counties (Including Anne Arundel, Baltimore, Harford, and Howard Counties).
Primary Duties and Essential Functions:
• Conduct victim intakes
• Provide victims information on victims’ rights
• Referrals to other victim and social service organizations
• Court accompaniment and advocacy
• Coordinate victims’ needs with MCVRC services
• Conduct follow-up with victims
• Keep records, including database maintenance (Legal Files), of the number and types of victim services and submits monthly statistics to the Director of Victim Services
• Participates in victim services interdisciplinary meetings
• Attend and represent MCVRC at outreach meetings and trainings
• Attend the Roper Victim Assistance Academy if there has not been previous attendance
• Works under the supervision of the Director of Victim Services
• Complete additional duties as directed
Experience:

National Day of Remembrance for Murder Victims 2010
The 4th Annual National Day of Remembrance for Murder Victims will be held the afternoon (exact time TBA) of Saturday, September 25th, 2010, at the National Press Club in Washington, DC, co-hosted by the National Organization of Parents Of Murdered Children, Inc. (POMC) and Maryland Crime Victims’ Resource Center, Inc. (MCVRC).
Professionals from homicide support organizations from around the nation will join with those who have lost a loved one to homicide for "Supporting Survivors: A Forum for Discussion” to explore issues survivors face and ways the victim services and allied fields can effectively meet the needs of survivors.
